During the next strategic cycle (2007-2010), EJAF seeks to support the following grant programmes in the Ukraine for which multi-year funding is available:
Addressing the needs of injecting drug users (IDUs)
We are seeking programmes that aim to mitigate the impact of HIV/AIDS on HIV positive injecting drug users, including access to combined drug substitution and ARV treatment, supporting those on treatment as ‘expert patients’ for adherence support and with medical practitioners and psychosocial/harm reduction support for serodiscordant couples. Programmes should demonstrate how they aim to measure impact of their interventions, particularly for adherence, uptake of treatment, and transmission.
Scaling up response to the needs of Orphans & Vulnerable Children
We are seeking community based programmes that, either singly or with partners, are addressing the multiple needs of children infected or affected by HIV/AIDS, including access to healthcare and education, adequate nutrition, shelter, legal and psychosocial support. They should be child centred, show clear measurement of impact at household level and for the child, use effective and appropriate ‘entry levels’ for services, and have a cost effective process of adding beneficiaries to their programme. They must demonstrate sound working partnerships with health and education sectors, have the capacity to scale and anticipate how the programme will be sustained over the long term.
Addressing the needs of women
We are seeking programmes that aim to decrease the vulnerability of women and girls to HIV/AIDS and to mitigate its impact on them, including:
- Provision of integrated services that include sexual reproductive health, HIV testing/treatment and prevention of mother-to-child transmission. Programmes should have the ability to scale and to strengthen local or national provision within the health sector. They should offer multiple entry levels.
- Provision of legal/human rights programmes that empower women infected, affected and at risk of HIV/AIDS to make informed choices, protect themselves and exercise their rights at local, regional and national level.
Programmes for men who have sex with men (MSM)
We are seeking programmes that, either singly or with partners, are providing information, treatment, psychosocial support, and legal advice to MSM in order that they are able to make informed choices regarding HIV/AIDS, access appropriate treatment, and exercise their rights. Programmes must demonstrate clear measurement of impact, effective and appropriate entry levels for services, and a cost effective process of adding beneficiaries to the programme.
Small Grants Fund
EJAF also operates a Small Grants Programme (up to £6,000) open to pilot projects and local CBOs working on HIV/AIDS programmes in the above areas or with marginalised/vulnerable communities.
NB All programmes will need to ensure that beneficiaries are central to the design and implementation of the programme and be able to demonstrate their impact on the beneficiary group.
